The Education Freedom Tax Credit is a federal program established under the Working Families Tax Cuts Act. Any U.S. taxpayer can donate and claim the credit. The program is awaiting final guidance from the Treasury Department before SGO approvals begin.
Any U.S. citizen or resident can contribute to an approved SGO and claim the federal tax credit — no matter what state you live in. Once federal guidance is issued and the SGO recognition process begins for North Carolina, the selected SGO partner will seek recognition, allowing eligible North Carolina students to access scholarship opportunities.
You donate cash to an approved Scholarship Granting Organization (SGO) through the NC Accord Kids platform. Contributions are administered by Accord Kids, the SGO operated by the American Association of Christian Schools’ Children’s Scholarship Fund, in accordance with federal requirements. Contributions are expected to open on January 1, 2027.

May 20, 2026: The North Carolina House voted 73–46 to override the Governor's veto — meeting the required three-fifths supermajority.
June 3, 2026: The North Carolina Senate voted to override the veto — enacting HB 87 into law. North Carolina is now officially opted into the EFTC program.
